HB1 Advances in the Kentucky General Assembly

The House Appropriations & Revenue Committee sent House Bill 1 (HB1) to the House floor, and it passed overwhelmingly.  The Bill now goes to the Senate for final passage and then to the Governor for signature.

HB1 assigns the Secretary of State, rather than the Governor, to opt in to the Federal Scholarship Tax Credit program, which is expected to raise significant funds to help families attend a school of their choice, whether a public or private school.

It is doubtful the Governor will sign the Bill as he has previously said he believes this type of bill is unconstitutional. He can let the Bill become law without his signature or he can veto it.  He has ten (10) legislative days to make his decision after he receives the Bill.
