House Bill 1 Enacted into Law

On May 11, 2026, Kentucky Secretary of State Michael Adams finalized the enactment of House Bill 1 (2026 Regular Session). Under HB 1, the Secretary of State is tasked with formally notifying the U.S. Treasurer of Kentucky’s participation in the Federal Scholarship Tax Credit program.

While the program does not officially take effect until January 1, 2027, the notification is expected to be submitted by July 15, 2026. The U.S. Treasury Department, via the Internal Revenue Service, is currently drafting the regulations necessary for national implementation.
